In this paper a series of changes that would be desirable to have in the regulation of the Uruguayan Electricity Market after more than 10 years of the current model are presented. A low degree of application of this model and even more an implicit shift to another conception is found. Given the changes on the assumptions on which that model was built, a proposal for a suitable model to the current reality of the country, decision makers and major companies in the Uruguayan electricity sector is proposed
